Rules of the competitions:

The IVEFA has developed a set of rules for international soccer competition.  This impartial and fair system takes into account several factors in determining the two teams' strengths before a game to calculate the final results, based on a more realistic scenario than just pure random.

<TECHNICAL EXPLANATION FOLLOWS>
As opposed to just randomly generating the results for soccer competition between two teams, the IVEFA system accounts for several factors that influence the odds of scoring for any particular team.  Points are awarded to the two teams facing off in a match before the game.  The point categories are:

1.) Attention given by the respective nation to soccer on their web site (0-4 points)
2.) Pre-game preparation and statements (0-3 points)
3.) Whether it is a home or away game (0-2 points)
4.) The relative size and population of the nation (-1-2 points)
5.) Domnestic leagues (0-3 points)
6.) Other special bonus points (0-4 points)
 
In practice, this applies as follows:

1.) Attention given by the respective nation to soccer on their web site (0-4 points)

0 points awarded to nations with NO mention of soccer on their webpage, or no webpage at all

1 point per item to nations showing the following items on their website:

- A national team jersey graphic (min. front view)
- A national team roster on website (min. 16 players)
- A soccer federation logo graphic

An additional point is awarded for a particularly well done site with a roster of 22 players, and other relevant and well-presented information, such as game records, top scorers, and/or individual players' pictures, alternate uniforms, and/or similar bells and whistles.  Basically, only really well done sites will get this point.

2.) Pre-game preparation and statements (0-3 points)

0 points to teams releasing no statement before a match

1 point to teams at least releasing their  starting lineup and minimal commentary for the match, and/or releasing a very short statement

2 points to teams releasing a starting lineup and pre-match commentary on the team's preparation and expectations (1-2 paragraphs)

An additional point is awarded to the team that submits the "better" pre-game statement, as judged by IVEFA.
 

3.) Whether it is a home or away game (0-2 points)
 
0 points to team playing away

1 point to team playing in a country directly adjacent to their own (mainland only), or in their own dependency

2 points to team playing at home
 

4.) The relative size and population of the nation (-1-2 points)

-1 point to dwarf nations, such as Djeriga, IWK, Ras Lanarch, Sana Docetan, etc.

0 points to nations occupying less than one half a grid sector in total land area

2 points to nations occupying more than one and a half grid sectors in total land area (Northern Gronk, Armatirion, Ferratus, Bowdani)

1 point to all other nations

5.) Domnestic leagues (0-3 points)

0 points to nations that have no evidence of a league at all

1 point to nations which at least have some trace of a league, be it somewhere on a web site, or through postings to the eGroups sports list.  Simply a list of teams in a league is not enough, neither is listing the domnestic club team of each national team player on the roster.

2 points to nations which have a web site featuring results and tables, in reasonably UPDATED status.

3 points to nations which have a detailed league system, UPDATED, and with no less than 28 overall teams playing in league(s).

6.) Bonus points (0-4 points)

Bonus points are awarded, at the discretion of IVEFA, as follows:

2 points if the competing team is a "primary" nation of a player (example:  Westria will get this bonus, while Westermarc does not)

1 point for any special soccer "pet projects", such as Armatirion's domnestic league uniforms, Christiana's stadium graphic, etc. - this bonus point is given considering the additional point up for grabs in the "web site" category - basically, you won't get both unless your site is one of the all-time greats ;-)

1 point to teams who have won their last match (motivational bonus)
 
 The Process:

All points are tallied up to determine the overall strength of the teams for that particular match.  Team A may end up with 6 points, Team B with 4, so the odds are slightly in favor of A, by a ratio of +2.  The maximum difference between two teams is 10.  If the difference is more than 10, 10 is used, nevertheless.

That ratio influences the chances of a team to score.  The following table shows the percentage of chance that a team will score "X" number of goals through a number which will be randomly generated between 0 and 1, with three decimals:

 For Example:

Take two somewhat unequal nations when it comes to soccer:  Armatirion and Kiltanland.  Fictional scenario: game is played in Armatirion.  Armatirion releases a detailed pre-game statement, Kiltanland only a roster.  The points:

Armatirion:

3 points for the jersey, roster, teams and logo on the web site
2 points for pre-game statement
2 points for home game
2 points for large nation
(bonus and league points omitted in this example)

0 points for no mention of soccer on web site
1 point for pre-game roster
0 points for away game

Difference:  Armatirion +8, Kiltanland -8

NOVEFA will generate 6 numbers per team by random on the computer, example:

NOVEFA will then roll a dice for each team, which determines which of the random numbers will be used, example:
Armatirion, 2,  Kiltanland, 3.

This means Armatirions number is .122, Kiltanlands .899.  According to the above chart, for a +8 team, .122 falls into the first 15%, therefore, Armatirions score is 1 goal.  Kiltanland's (at -8) number, .899 falls into the percentage for 2 goals, thus Kiltanland's score is 2 goals.  In this case, Kiltanland would have pulled off a rare, unlikely, and  incredible upset victory against pretty heavy odds!!
Final score:  Armatirion 1,  Kiltanland 2.  This shows that 'weaker' teams DO have a chance of pulling off an upset with a little luck...even without any effort.  Usually though, the odds will favor the 'better' team!

Also, although smaller nations are somewhat disadvantaged, their points count (and thus their odds of scoring) can be improved greatly through attention to the soccer section on their website, and pre-match preparation.  So, everybody has a fair chance of winning games, if they are interested enough to do a little work!
